There is news.individual.net (http://news.invididual.net), a server
located in Berlin, Germany. You have to register, but it's completely
free. Server has _no_ binaries.

Also there is news.gazeta.pl. The signup page is in polish language, so
search Google-Groups for message-id <***@zbihniew.news> for
english instructions. AFAIK also this server has no binaries.

Besides - website isn't accurate, because there would rather be contact to

alt.whatthefuck doesn't exist on some server doesn't mean that the
admin knowingly ignores or censores it.

The entire hierarchy is missing, not just one NG. We are talking
about a significant second level alt.* hierarchy here. alt.drugs in fact
was one of the very first alt.* NGs created; one of the reasons why
alt.* was created was the Big * refused to create a recreational drugs
NG. I've yet to encounter a server that had lots of alt.* NGs that
lacked all of alt.drugs.* except cases where I knew it was intentional
censorship.
